Change STAN_GPU flag to STN_OPENCL flag

ignore opencl test on travis

extra space in jenkinsfile

Removed extra STAN_OPENCL from unit test stage, moved GPU CXX flags to makefile, added name to test so we know if GPU test are the dummy tests or real tests

forgot to add gtest header to check_opencl test
