Removed extra STAN_OPENCL from unit test stage, moved GPU CXX flags to makefile, added name to test so we know if GPU test are the dummy tests or real tests

Added function in Jenkinsfile to create OpenCL environment variable. Removed things for travis. Moved OpenCL options from makefile to os_type files
